Three reforms in the House and Senate negotiations over the National Defense Authorization Act are meeting with varying levels of approval, and opposition, from the Defense Department and the Obama Administration. Restructuring National Security Mission Teams; cutting the number of civilian senior executives at the department; and cutting the number of general and flag officers are all on the table as the Armed Services Committee negotiators do their work. Col. Mark Cancian (USMC ret.) is a senior adviser in the International Security Program at the Center for Strategic and International Studies, and former chief of the Force Structure and Investment Division at the Office of Management and Budget. He’s written about each of the three reforms for CSIS’s Defense 360 initiative, and he discussed the reforms on National Defense Week.
