Defense Secretary Ashton Carter introduced the biggest defense structural reform in the last several decades this week. Secretary Carter says his reforms are built on a framework that began with the Goldwater–Nichols Department of Defense Reorganization Act of 1986…and the 1986 President’s Blue Ribbon Commission on Defense Management…also known as the Packard Commission. Secretary Carter announced the reforms in a speech at the Center for Strategic and International Studies.
