The Pentagon is following a program called Better Buying Power to get more value and more capability out of everything the department buys. It’s up to the third generation of Better Buying Power…but there’s still some room for it to get better. Bryan Clark is former Special Assistant to the Chief of Naval Operations and Director of the CNO’s Commander’s Action Group. He’s now Senior Fellow at the Center for Strategic and Budgetary Assessments. He and his colleague Mark Gunzinger are writing in Breaking Defense about how to make BBP better; Bryan talked about those ideas on National Defense Week.
