Hale: financial flexibility could help solve fiscal year-end spending rush

The end of the fiscal year is past now, with the calendar changing to October. But concerns over spending in the Defense Department at the end of the fiscal year aren’t going away. Bob Hale is a fellow at Booz Allen, and former Undersecretary of Defense Comptroller at the Department of Defense from 2009 to 2014. He’s writing about a possible solution to the year-end spend at Breaking Defense. He discussed the concepts in the piece on National Defense Week.
