The end of the fiscal year is past now, with the calendar changing to October. But concerns over spending in the Defense Department at the end of the fiscal year aren’t going away. He’s writing about a possible solution to the year-end spend at Breaking Defense. He discussed the concepts in the piece on National Defense Week.
