Hale: SecDef Carter is right, NDAA funding mechanism is “gimmick”

The House Armed Services Committee marked up its version of the 2017 National Defense Authorization Act this week. You can read the details in National Defense Week’s bonus coverage. The biggest question mark for the department is how to manage the money. Robert Hale is a Fellow at Booz Allen Hamilton; he was Undersecretary of Defense (Comptroller) at the Department of Defense from 2009 to 2013. He discussed the funding, and mechanism for how the money will be delivered, on National Defense Week.
