The Third Offset is the Defense Department’s effort to make sure the US keeps a competitive technological advantage over its adversaries. One potential weapon in that fight is adaptable weapons. Andrew Hunter is director of the Defense-Industrial Initiatives Group at the Center for Strategic and International Studies. He’s former director of the Joint Rapid Acquisition Cell at the Defense Department.
