The package of reforms Defense Secretary Ashton Carter proposed last week is not the only change for personnel at the Defense Department. “New Beginnings” is the informal name for the Defense Performance Management and Appraisal Program. That’s a new Pentagon attempt to measure the performance of its civilian employees. Beth McGrath is a Director at Deloitte Consulting, and former Deputy Chief Management Officer at the Defense Department. She explained the concept behind New Beginnings, and the differences between it and the National Security Personnel System Congress killed in 2010, on National Defense Week.
