Scharre: Here’s how to save Navy aviation $100B

Defense Department officials describe regularly how budget tightness affects readiness. So saving a hundred billion dollars is probably a pretty attractive prospect for Pentagon leaders. A new framework to do exactly that is out now from the Center for a New American Security.
