Congress will be in recess for the next six weeks or so, until after Labor Day. Staff for both Armed Services Committees will be at work on the conference report for the National Defense Authorization Act. But a letter from Defense Secretary Ashton Carter may mean all that work is wasted. Kristina Wong is defense reporter for The Hill.
